Not that I have ever done any tire mods

If I had I would use thin CA to glue the lugs and spot tack the sidewalls, then follow up with some IC 2000 flexible CA. Don't buy cheap CA use a hobby brand or "Krazy Glue", low budget CA does not hold up.

Just kidding, I have done my fair share of cut N shuts, if you have any questions just ask. There is a technique to gluing tires so practice helps.

I use 404, but I have never glued tires. It is designed for gluing together o-rings in an industrial setting. It is super strong, but I am not sure how flexible it would be. The o-rings are typically captured, so not so much of a chance on flexing. The 406 looks pretty close to the 404.
